In conjunction with an analysis conducted by the
Federal Technical Capabilities Panel, we determined that fundamental to
our ability to achieve our mission goals and objectives is to assure that our
on-board skills always consist of the appropriate levels of knowledge and
skills to perform the following mission areas:

Instrumentation and Control
To ensure that participants are properly trained and educated to carry-out the
duties related to his/her permanent work assignment/site, development will be
consistent with the objectives and standards set by the
Technical Qualifications Program (TQP). The TQP provides
Functional Area Qualification Standards (FAQS) for those positions
where employees have duties and responsibilities for assistance, guidance,
direction, oversight, or evaluation of contractor activities that could impact
the safe operation of a defense nuclear facility.
Rotational Assignments
Rotational assignments are required of all participants of the corps and are to
be well planned work assignments. Rotational assignments may be completed as follows:

6 months On Job Training at assigned site
-
3 months rotation at other Field Sites, Area Offices, Contractor or Laboratory
-
6 months On Job Training at assigned site
-
2 months rotation at DOE/EM Headquarters.
-
7 months final rotation back to assigned site
Formal On-Site Classroom Instructions
In addition to an initial one week orientation class conducted at EMHQ, all
EMPDC participants will complete approximately 10-12 weeks of formal safety and
leadership classroom training. Formal coursework will include:

Nuclear Executive Leadership

Hazardous Waste Operations and Emergency Response (HAZWOPER)

Safety Training
-
Federal Procurement
-
Federal Project Management
-
Case Studies
-
Leadership and Team Building
-
Acquisition Management
Participants?training and development will be fully integrated into the
Technical Qualification Program (TQP). Learning activities, rotational
assignments and other EMCIP planned activities should assist the participant in
fulfilling the TQP and Home Organization’s objectives.
Formal Advanced Education
The opportunity for up to 12 months (2 semesters or equivalent) full-time or part-time
equivalent of paid graduate level study, will be made available to EMPDC participants
who do not already possess doctorate degrees, except in cases whereby the
participant lacks a specific knowledge needed to perform his/her duties at the
permanent duty station. The graduate
studies will provide participants with advanced skills and knowledge that will
support the accomplishment of our current and/or projected missions. In the
event the participant and his/her management decide that the participant’s graduate
studies will be full-time during duty hours, the participant will maintain full-time
employment status during the graduate study phase of the EMPDC and therefore
will receive his/her full salary. Examples of possible fields of study include:
